INVITATION OF FOREIGN CITIZEN TO ISRAEL
In cases where an Israeli citizen wants to invite a foreign citizen to visit Israel, the foreign citizen must apply for permission to enter Israel in advance.
In some cases, a member of the family of a foreign citizen – “the inviting Israeli” – may apply to the office of the Population and Immigration Authority at their place of residence in Israel.
His application will be reviewed at the Ministry of Internal Affairs in accordance with the criteria established by the procedures and laws. In case of any doubt regarding granting permission to visit Israel to a foreign citizen, the Ministry of Internal Affairs will have the right to demand a bank guarantee.

As part of an application to invite his relative, who is a foreign citizen, the applicant must be present in person and must fill out a special form for obtaining a visa.
As indicated above, the rule states that a person applying for a B2 tourist visa must submit his application to the Israeli consulate in his country of origin, unless his country is exempted from filing a preliminary application. In addition, there are some exceptional cases where a citizen of Israel may invite a foreign citizen to Israel by submitting an application in Israel to the office of the Population and Immigration Authority.
